The information solicited in this request is sought under the authority of 5 U.S. C. § 301, 22 U.S.C. § 2581, Presidential Decision Directive 67 (Enduring Constitutional Government and Continuity of Government Operations) (1998), Federal Preparedness Circular 65 (Federal Executive Branch Continuity of Operations) (1999), and Executive Order No. 12656 (1988).
The principal purpose for which emergency contact information is gathered is for the Department of State (“Department”) to be able to communicate with its personnel in the event of an emergency, natural disaster, or other event affecting Department operations. The information will be maintained and may be used by the Executive Office in each Bureau as well as each Bureau’s Front Office and the Office to which an employee or contractor is assigned. The information also may be shared with the Department’s Officer of Emergency Management, elsewhere within the Department and with state, local, federal, or non-governmental agencies or entities as needed for purposes of emergency or disaster response.
In addition, the information may be used, on an occasional basis, by authorized Department of State personnel to contact an employee or contractor who is out of the office on leave or after regular duty hours to obtain or impart information necessary for official business, or to contact friends and family members if an employee or contractor experiences a personal emergency in the workplace. The information provided also may be released to federal, state, or local agencies for law enforcement, counter-terrorism and homeland security purposes; to Congress and courts within their sphere of jurisdiction; and to other federal agencies for certain personnel and records management matters.
Refusal to provide the requested information affects the efficiency of the Service and the efficiency of Department operations, as it may impede the Department’s ability to contact you in the event of a government emergency, and impedes the Department’s ability to fulfill its mission. Employees who refuse to provide emergency contact information may be subject to disciplinary action under 3 FAM 4300 (Foreign Service) and 3 FAM 4500 (Civil Service).
